Wave 2, task T-2.9. scripts/verify_phase02.sh checks: (1) exactly 8 L1
folders with the expected names from REQ-02; (2) per L1: manifest.yaml
exists, parses as YAML, name matches folder, kind=l1, inputs is a map
(D-017); (3) mock_apply.sh is executable + bash -n clean; (4) end-to-end
run exits 0 with the '[L1: <name>] applying...' and '[L1: <name>] OK'
markers (D-007) and completes in ~1s (D-007 sleep). All 8 L1s PASS.
